Immediate past Council President named chair of Ontario’s new Condominium Management Regulatory Authority

Aubrey LeBlanc, immediate past president of the Consumers Council of Canada, has been named as the first chair of Ontario’s new Condominium Management Regulatory Authority. The authority formally takes on its new responsibility to administer the Protecting Condominium Owners Act and its regulations on July 1, 2017. As such, the authority will be responsible for regulatory oversight of condominium management services.

As chair, LeBlanc will be one of the four first directors who will establish this not-for-profit corporation, which, first, will work with Ontario’s Ministry of Government and Consumer Services to undertake the activities needed for the new corporation to accept its designation as the administrative authority responsible for administering the Protecting Condominium Owners Act.

The authority will:

  • Develop the systems and processes needed to operationalize regulatory oversight functions in accordance with the act and regulations;
  • Ensure that it has the staff, accommodation, Information technology systems and other resources needed to operationalize regulatory oversight functions;
  • In conjunction with the ministry, develop and sign an administrative agreement, with terms and conditions consistent with similar agreements in place with other ministry administrative authorities, which set out roles and responsibilities of the parties;
  • Ensure compliance with all legal, financial, insurance and other requirements applicable to a not-for-profit corporation.
